Hong Kong citizens who happen to work in a company that has a branch established in Canada may be eligible for a closed work permit under the Intra-Company Transfer stream (ICT) of the International Mobility Program (IMP), which exempts the employer from obtaining a Labour Market Impact Assessment (LMIA).  This work permit may allow the employee to work in Canada for up to 3 years and accumulate the Canadian work experience required for PR application.
